About Us
policy/strategy group is a global policy advisory and learning organisation, based in Nairobi, Kenya, and dedicated to strengthening leadership, governance, and evidence-informed decision-making across low- and middle-income countries. We work at the intersection of policy design, political economy, leadership development, and implementation support, partnering with governments, multilateral institutions, civil society, and global initiatives to translate policy ambition into sustained impact. Thematically, our work spans health, agrifood systems, climate resilience, education and workforce systems, and cross-cutting governance priorities. In addition to our advisory work, we run the Policy/Strategy Academy, our leadership and peer-learning platform for senior decision-makers.
Why This Roster
We are establishing a rolling roster of MEL experts to support an expanding portfolio of programmes. Roster members are engaged on an as-needed basis. Assignments vary in scope, duration, and level of effort, and may be remote, in-country, or hybrid. For our advisory work, they often require cultural familiarity within African contexts.
Typical Assignments Include
- Designing or strengthening theories of change, results frameworks, indicators, and MEL plans
- Delivering evaluations including baseline-, midline-, endline-, learning-, rapid review-, gender-responsive, and process evaluations
- Building learning systems that support adaptation, quality improvement, and partner decision-making
- Designing MEL approaches that reflect the realities of adolescents and young people, including ethical data practices and appropriate participation
- MEL for health, agrifood systems, and climate resilience and energy transition, as well as political economy-informed MEL that supports decisions in fast-changing policy environments
- Mixed-methods research, evidence synthesis, and donor- and government-facing reporting
- Strengthening data systems for MEL including tools, dashboards, and reporting workflows
- Facilitating learning workshops and supporting partners to use evidence in practice
Who We Are Looking For
- Demonstrated MEL experience in African contexts, ideally across multiple countries or regions
- Gender responsiveness: ability to apply gender-responsive MEL approaches and indicators
- Youth lens: experience with adolescents and young people, or strong interest in youth-focused programmes
- Strong analytical judgement and clear writing for technical and non-technical audiences
- Comfort working with senior stakeholders and multidisciplinary teams
- Experience supervising enumerators and community volunteers
- Professional credibility, discretion, and a collaborative working style
- Preferred base in Africa and ability to travel when needed
Language Requirement
Full professional competence in two or more African Union official working languages: Arabic, English, French, Kiswahili, Portuguese, and Spanish. Other African languages are a plus.
Additional Assets
- Experience with health and health-related sectors, or with complex multi-partner programmes
- Experience in agrifood systems, climate adaptation and resilience, or energy transition programmes
- Familiarity with climate or sustainability reporting and indicator approaches relevant to African contexts
- Ability to support capacity strengthening and practical tool development for partners
- Experience with digital MEL systems and data governance
